The Starfleet Disaster Response initiative was begun in wake of the Dominion War, to answer the need for a more efficient and capable response to the public need in the face of both natural disaster and that caused by malice.
Specialized quick response teams were assembled, in the style of special operations teams. The intent was to maximize the effective skill and independent operations on the ground with minimal need for support. Teams were made up of multiple disciplines, and trained for hazardous conditions and situations.
A number of teams were put together in order to specialize in skills to respond most effectively in the field. Training beyond the individual expertise was often harsh, and rugged, in the style of special operations, to ensure the members were capable and prepared for the field. Organizers stressed the knowledge that the teams would be dropped with limited supplies and limited support. All team members were volunteers and remained in duty stations to be called upon if required.
The team squads would be made up of at least eight members, a commander, with two to three medical, two or three logistical and two security members. An assembled team would be 16-50 members made up of squads capable of splitting out and operating independently. Teams being taken to hostile situations would be paired with one to three special operations teams which would secure an area ahead of the SFDR team. Due to this type of operation being foreseen, SFDR teams would train in simulations with special operations teams.
Survival and physical training of SFDR teams were coordinated at several starbases, including Jupiter Station in the SOL system. Training would be lead by Special Operations veteran team leaders. Demands were high and strictly adhered to for the survivability of the teams once on missions.

The Hospitaller Program was approved and resources as a subdivision of the SFDR.
