It is unclear where Nemala was born or exactly who her parents were, as most of her records have been lost in the chaos that took place after the destruction of the Romulan Home world. Given the amount of time that has passed since the destruction of the Romulan home world and Nemala's young age it seems unlikely she was born there. Nemala grew up in an orphanage on Eirhess III and has no clear memories of her parents, indicating they were lost to her at a very young age. When she reached adulthood Nemala joined Starfleet. She requested an assignment to the USS Pilgrim and was aboard that vessel when it disappeared in the Gamma quadrant.
Upon the return of the Pilgrim from its time lost in the Gamma quadrant, Starfleet determined the existence of a data breech. The breech was isolated to Ensign Nemala Jeliai and she was arrested by Starfleet security. After interrogation it was determine she was in fact a spy working for the Romulan Tal Shiar. Nemala was convicted in a court martial and sentenced to Facility 4028. After extensive interrogation it was determined that the orphanage she was raised in was in fact a Tal Shiar recruiting operation and she had been selected from an early age and trained as an operative to infiltrate Starfleet. It was also determined that she had in fact been programmed by the Tal Shiar and was not acting of her own volition. Due to her cooperation with Starfleet Intelligence a deal was struck where she gave up her Federation citizenship and went to live on New Romulus and work for the Romulan Republic Forces. She was later naturalized as a citizen of the Romulan Republic.
