'The truest voice of history in any culture is through its music. History is written by the victors and can be skewed greatly to provide a favorable view of the winners of any conflict. Music however, will tell all of the stories with a view of their own.' -- Dr. Dahlia A. Delancey

FPMA-Trust[]

The Foundation for the Preservation of Music and the Arts Trust was established legally Sept 11, 2426 by a majority vote of the Delancey Foundation Trust Board of Trustees.

Background[]

August, 5, 2423; the Chairwoman of the Board of Trustees submitted a proposal concerning the establishment of Foundation with the same goals as the Delancey Foundation of Earth, but for Magna Roma. Stated within that proposal was a concept that is alien to most of the Federation. Most of us do not realize that all of the benefits of membership in the United Federation of Planets come with a price that is more than just defense and partnership.
The force of culture from an unified society as large as the Federation, is overwhelming. The new member state can be swallowed up, culturally speaking. The goal of course, is to share all that is positive and aid in removing the negatives from the lives of the citizenry. To the individual, it is an exiting time to experience new things and learn about new worlds. The fervor most experience when joining pushes them to adopt the ways of the larger whole quickly and usually without regret. That is, until that fervor passes and the changes are noticed, analyzed and tallied. The cost for many worlds, is a loss of their unique induvial culture.
That excitement for the new, and to belong, can cause those things that were once treasured and unique to be forgotten, and sometimes destroyed. In the case of the Arts, Music, Dance, and the like, such losses are not just a loss to the new member world who will often only notice the loss when it is too late, but also a loss to the Federation. Member worlds are not admitted merely for resources or common defense. We want to share ourselves, and learn of them as well. None in our society wish to see unique artforms lost to time and disuse when they can enrich the whole and lend a sense of pride to the new member world and older worlds each in turn.
To that purpose; after the initial proposal to fund and support through education and materials the creation of a preservation effort on Magna Roma was approved, only after great personal expense of the Chairwoman it should be added, a second proposal was offered. To set aside funds to do the same on other member worlds that may be experiencing the same sense of loss and not have resources or impetus to correct the problem. She argued, for more than 400 years the Delancey Foundation has worked to preserve the Culture of Earth, becoming culturally enriched in the process. Donations and investments have allowed educational efforts and preservation to take place for hundreds of years, and the processes are mature, educational methods tried and true. She argued that as citizens of the Federation, we must not expect our leaders to do what we capable of doing ourselves.
To that end; after months of debate sparked by the overwhelmingly positive response from Magna Roma and the enthusiasm of their chief preservationist Gaia Venuleia in absorbing what we could teach her of the trade, a vote was called. We, the Board of Trustees, have voted to divest our operational Trust of one third (1/3) of its value, reinvesting it to create a new dedicated Trust. This new trust is for the creation of associated Foundations for the Preservation of Music and the Arts located on, operated by, and focused on the member worlds that seek aid in creating them.
Of course, this is not a fund to be just granted without considerations. The Board agrees that certain criteria must be met:
  1. Member World must seek aid
  2. Member World must assemble representatives who will take local responsibility
  3. Member World must provide representatives to exchange for training / learning of each other's methods
  4. Member World must seek and obtain local financial/resources & physical assistance for the project
  5. Member World must grant access to scans and recordings of that which is to be preserved, so that exhibits of them may be shared with all FPMA locations, to create a bond of exchange and understanding, not overwhelming cultural pressure.
  6. It must be an effort undertaken willingly by all participants.
Also to this effort, the DeLancey Foundation of Philadelphia, PA, Earth, is making land acquisitions with intent to construct exhibition halls to host that which truly makes us a United Federation of Planets, an exchange of ideas and arts.

DeLancey Place Conservatory[]

The DeLancey Conservatory is located within a 19th-century mansion at 2000-34 Delancey Place in Philadelphia.

Constructed in 1864ce, first inhabited in 1865, 2000 Delancey place is constructed of red brick, faced with white marble and designed as a mansion mixing Federal and Victorian styling of the second empire. Additional exhibition halls will be constructed withing steps from our primary location.

The Delancey Foundation facilities in Philadelphia, Earth, have been expanded to roughly 1,000,000 m2, including the Embassy of the Arts which a series of smaller conservatories representing member worlds of the Federation to display and share their unique cultural contributions to the United Federation of Planets. The construction and physical buildings are provided by the Delancey Foundation, while the contents and curation are provided by member states representatives. As of 2454, 38 member worlds of the UFP have displays available that share portions of the collections assembled on their own worlds as a result of the program.

It should be noted, the UFP Cultural Database is updated with scans of every entry and display. The database is a collection of what makes the member worlds a multifaceted culture and is accessible upon request to every citizen, and sometimes given as a gift to new cultures as a diplomatic endeavor.
