Dr. DeLancey is a small woman for whom the medical profession seems as natural a choice as breathing, at least on the surface. She has had her turmoil, and trials, but has come out on the side of service to others. She is a capable leader and a very competent physician.

LCDR DeLancey has held positions both as a science officer and medical officer and served as commanding officer of a Nova Class Starship in her early career. She has also spent a time assigned with a Starfleet Disaster Response team, trained for conditions which are very inhospitable and even adversarial in order to provide aid and comfort to those harmed by disasters both natural and caused. During the years following the Iconian attack, she served aboard the USS Pilgrim in the LMC including the years of the Dawnbreaker War. In her later Career, she became an educator and administrator as Commandant of the Starfleet Medical Academy (Magna Roma), and Commodore of the Hospitaller fleet.

The Doctor served in the Klingon War, the defense of Vulcan against the Romulan Tal Shiar, the SFDR for both Borg and Undine attacks, and the Iconian War. Doctor DeLancey served with distinction in the Dawn War in the LMC for more than six years. In the years after the war, then Captain DeLancey was tapped to establish training protocols and then serve as Commandant at the new Starfleet Medical training facility in orbit of Magna Roma. During her time as Commandant, Captain DeLancey championed the cause of the SFDR and pushed for resource allocation for renewal of the Hospitaller Program under the umbrella of the SFDR. She then took command of the first ship of the renewed Hospitaller Program to be launched, the U.S.S. Montagnier.

Major Accomplishments

• Developing a Vaccine for "Brack's Plague"; What turned out to be a genetically manipulated Variola vera virus unleashed on Altair IV causing nearly 200,000 deaths and threatened to spread to every human occupied world in the federation. The developed Vaccine inoculated against the virus, which had been determined to have an RO of 7, and Case Fatality Rate of 0.999. Only those with human or near human DNA were shown to susceptible. The team of Doctors from the USS Hestia, of which Dr. Delancey was the most junior, was successful in creating the vaccine based off of antibodies found in the only known individual to become infected and survive "Brack's Plague".
• The rescue and care of the survivors of the USS Amenophis, by converting holographic entertainment facilities into an emergency hospital the survivors were abled to be given care. Commendations were given for the ingenuity and command decisions resulting in the rescue in the first place when as third officer, then LT. Delancey was forced to take command in a combat situation.
• The rehabilitation of the Scyrthi genome; Partnered with then CSO T'Ghor of the USS Pilgrim, and the Pilgrim's EMH Dr. McCoy, to apply gene therapy theoretical principles to a constructed retrovirus built with a sample of millennia old Scyrthi DNA discovered by CSO T'Ghor in the ancient Scyrithi city of Hessok Vridi. (See ships logs of discovery.) The resulting gene therapy applied to the eggs of the species was responsible for returning the hatchlings to a genetic state as what predates the gene tampering by forces of the Dark. In decades since, the birth rate of the Scyrthi people is well above replacement rate, and the young are not longer required to live their lives in encounter suits. The Scyrthi became members of the Dawn Alliance as a result of this proof of the good intent of the Federation and allies in the LMC. Dr. DeLancey credited Dr. McCoy by name in her reports, and subsequent papers on the therapy, as well as CSO T'Ghor pointing out his tenacity in his archeological endeavors and skills in obtaining the sample crucial to the effort.
• The rehabilitation of Terran genome; Conception and birth rates of an invading force desperately seeking answers to a species ending issue attacked the USS Pilgrim intend to return with healthy genetic samples. The invading forces of Terran species were traveling via tesseract through a dimensional rift from a galaxy analogous to the LMC. Exposure to their version of transport had as in research in the Milky Way, shredded the DNA of the Terran peoples so that successful birth rate was well below 0.1, and projected to result in a complete collapse of their society and eventual extinction. Successful work with the Scyrthi genetic issues were used as a basis for the treatment.
• The rehabilitation of the Traek who had been manipulated with the infection of a type of virus unseen by the UFP or Starfleet. The nature of which appeared to be microscopic particles of R-74 crystals, holding some sort of energy infused by the entity known as 'The Dark'. This infection allowed her to control the infected Traek and enhanced their telepathic/empathic abilities, as well as the ability to existed and move slightly out of phase. The Traek had been used in an attack on the Citadel, infiltrating without notice. When they were captured, Dr. DeLancey continued research for three years until they could be freed of the infection and released without prejudice, victims not assailants in the eyes of the Dawn Alliance.
• Remediation of the Red Blight; Partnering with Dr. Sara Asimova, Dr. DeLancey was able to repurpose samples of borg nanoprobes to remove the Red Blight from infected individuals. Early successes were parlayed into the engineering of new nanites produced with the expertise of Dr. Asimova that could be applied on a much larger scale. The newly engineered remedials were applied during the Chantry terrorist attack on Beryxia, ceasing the mass destruction which left a nearly city sized scar on the Beryxian homeworld, but ended the Red Blight as a threat to total world destruction. The successful large scale dispersion caused the remedial to be produced in large quantities and shared with the Dawn Alliance forces to be applied whenever an attack was discovered, effectively ending the Red Blight as a world ending threat.
• In the year after the end of the Dawnbreaker War, Dr. DeLancey served as the head of Starfleet Medical in the LMC, and head of Citadel Medical department. There her experience of combatting the Dark's methods at a microscopic level enabled dozens of species to be able to live in the light without fear of her constant influence.

Family History

The DeLancey family was among the longest known inhabitants of the Vega Colony. The DeLancey clan has close ancestral ties with the Badi, a nomadic tribe of Romani gypsies. Together, it was said that the clan had finally found their true homeland. Having settled in the 22nd century in the Vega Colony, but keeping close ties with Earth, they were proud to have sent sons and daughters to serve in the Federation and Starfleet. The DeLancey family has an estate in trust, managed by the DeLancey Foundation located within the DeLancey Conservatory, 2000 DeLancey Place, Philadelphia, PA, Earth.
